The Centre's Role in the QCF
Under the systems and processes devised by the QCA and LSC, learning providers are responsible for obtaining or verifying unique learner numbers (ULNs) for all candidates, which will be required to update their Learner Achievement Records (LARs). This will require a slight change to the way you currently register candidates onto ILM programmes.
All ILM Centres will need to register with two new online systems:
- MIAP LRS – (Managing Information Across Partners Learner Registration Service)
- QCA LAR – (Qualifications and Curriculum Authority Learner Achievement Record)
These very simple one-off processes are detailed below:
Step 1
Register as a Learner Registration Body with MIAP LRS
To register with MIAP LRS and gain access to this online system, Centres must complete two sets of paperwork, an 'Organisation Agreement' and an 'Organisation Application Registration Form'. For your convenience, these forms are available to download here from the box below.
Upon receipt, checking and acceptance of these completed documents, the MIAP business team will set up the Centre’s account and send out a user name and password to the named 'Super User'.

Step 2
Register as a Centre on the QCA LAR System
Send an e-mail to QCFAdmin@qca.org.uk providing the following information:
- Full name of proposed user(s)
- E-mail addresses for new account contact(s)
- Current Centre number
- Centre name and address
- Contact phone number
Centres will receive an e-mail reply containing a user ID and password with which to log in to the LAR learning provider site – www.qcf.qca.org.uk/Centres/Home.aspx

Please note, these are both one-off processes – ie, you only need to register with each system once.
Next steps - ILM's recommended route
ILM strongly advises that all Centres follow the above instructions and register on both MIAP LRS and QCA LAR prior to registering candidates on ILM VRQs after 1 May. They should then register learners with ILM following the recommended route, explained in detail on the following page.
