
The leadership and management landscape in the UK is entering a period of significant transition. Recent government policy announcements - including the withdrawal of funding for the Level 7 Senior Leader apprenticeship from April 2026 for most adult learners, and proposed limitations on new starts across Levels 3, 5, 6 and 7 - are reshaping how organisations invest in developing their people. As providers and employers navigate this shift, many are now considering what the future of leadership learning will look like.
At ILM, we recognise that these changes represent a meaningful shift in the system, and we know how valuable these funded pathways have been for individuals, organisations and the wider economy. We also appreciate that the transition may create uncertainty and added pressure for our providers - many of whom are already managing complex operational and financial challenges. We’re here to support you through this period of change.
A new era for leadership development
Leadership apprenticeships have played an important role in developing managers at every level. However, with government policy changing and limits on future apprenticeship starts beginning to take shape, many employers are naturally reconsidering how they will continue to build leadership capability - from frontline supervisors through to senior leaders.
We already know that funding for the current Leadership apprenticeship Standards will come to an end from September 2026. To help ease the transition, a small number of providers who already deliver these apprenticeships have been given a short extension beyond this date, along with a limited number of additional starts, so they can shift their delivery to other Standards where this is possible.
Providers who are not currently offering these apprenticeships cannot begin doing so now and will not receive an extension. Because each provider’s situation is different, it’s important for employers to speak directly with their provider to understand what this means for their programmes.
Even as the system evolves, the core needs remain the same. Employers still require:
- structured pathways for development
- trusted recognition for learning
- flexible, scalable solutions that work across different roles and contexts
What is changing is the route through which these needs are met.
Throughout this period of change, ILM is here to support skilling, upskilling and reskilling within leadership and management. We are working closely with providers and employers to help them adapt their offer with confidence as the landscape continues to shift.

As leadership and management development continues to shift, learners and employers will need options that are coherent, adaptable and aligned to real-world challenges. The strength of ILM’s approach lies in how its components work together.
Employers can combine structured qualifications with shorter, focused learning to create pathways that reflect different stages of responsibility. Organisations designing their own programmes can draw on external validation and assessment to bring consistency and credibility. And because development needs evolve over time, these elements can be scaled or adapted as priorities change - something that will become even more important as funded apprenticeship routes tighten.
Rather than a single route, this is an approach that supports genuine, continuous learning - enabling individuals to build the skills, confidence and resilience needed in modern leadership roles.

ILM qualifications remain a consistent way for learners to build leadership capability, offering structure, rigour and recognition - especially valuable as organisations look to blend or replace apprenticeship pathways with alternative models of provision.
ILM Assured: recognising the best of internal learning
Many organisations are expanding internal leadership programmes tailored to their culture and strategic priorities. ILM Assured provides external quality assurance for these employer-designed pathways, giving credibility to in-house learning and confidence to participants - an increasingly important option as funded routes narrow.
ILM Assessment Service: strengthening learning where it matters
For employers who want robust evidence of learner progression without the burden of managing assessment internally, the ILM Assessment Service offers a flexible, fully outsourced solution. By removing the need to train or hire assessors, it frees up valuable internal resource while still providing credible, independent verification of skills development. This allows organisations to focus on delivering high‑quality learning while ensuring their people are assessed consistently and professionally.
Skills Workshops: rapid, targeted skill building
