What the end of Level 7 Funding means - and how ILM can help

In January 2026, a significant shift will occur in professional development: public funding for most Level 7 apprenticeships will end for learners aged 22 and over.

For many organisations, this change raises important questions about how to continue investing in senior leadership at a time when strategic thinking and strong leadership are more critical than ever.

This moment presents both a challenge and an opportunity. At ILM, we believe it’s a chance to reflect on what meaningful leadership development looks like - and how we can support it in a changing landscape.

Understanding the change

The government’s decision to withdraw funding for older learners at Level 7 is part of a broader policy shift towards early-career development. While this may benefit younger professionals entering the workforce, it creates a gap for organisations that rely on experienced leaders to drive performance, culture, and innovation.

For employers, the question becomes: how can we continue to grow and support our senior leaders when the funding model changes?

How we are approaching it at ILM

At ILM, we’ve been preparing for this transition. Our approach is grounded in flexibility, accessibility, and long-term value - qualities that are especially important in times of uncertainty.

Here’s how we’re helping organisations navigate this change:

  • Flexible payment structure: We only charge a small registration fee upfront, with the remainder due upon completion. This helps organisations manage budgets more effectively, especially when planning for multiple learners or long-term programmes.
  • Recognition that lasts: Every ILM learner receives lifetime post-nominals and digital credentials - without any ongoing membership fees. It’s a simple but powerful way to recognise achievement and enhance professional visibility.
  • Capacity and support: We’re open for business and ready to help. Whether you’re registering a few senior leaders or launching a broader programme, we have the infrastructure and expertise to support you.

A moment to act - and reflect

The end of funding doesn’t mean the end of leadership development. However, it does mean organisations must be more intentional about how they invest in their people.

For some, this might mean accelerating plans to register senior leaders before the January 2026 deadline. For others, it could mark the beginning of a longer conversation about how to sustain leadership growth in a post-funding world.

Wherever you are on that journey, ILM is here to help you think it through - with practical support, thoughtful guidance, and a commitment to leadership that lasts.

If you’re considering your next steps, we’d love to hear from you. Whether you’re ready to register or just want to explore your options, we’re here to support you.
